Purpose

ADB and ADBI have recently initiated a new flagship project on housing policies for emerging Asia. This event brings together policy experts as well as high level policy makers in the area of housing to exchange views on (a) the current housing situation in Asia and the reason why current arrangements are not working; (b) the impact of housing and housing policies on financial stability; (c) the lessons for Asia taken from various housing policies in developed countries; and (d) the policy recommendations and tools to support access to adequate housing for emerging Asian countries.

Background

Continued urbanization combined with economic success and an increasing middle class have strongly increased the demand for housing throughout the Asian region. However, in many Asian countries low- and middle-income households typically lack access to formal finance mechanisms. Due to these obstacles, access to housing has remained elusive for a large share of the population in Asia. To better understand the housing situation in developing countries in Asia and to develop appropriate recommendations to improve the current situation, an inception workshop and policy dialogue on housing polices for emerging Asia will be organized, in line with the on-going research project of the same title. The project will collect information on and assess various housing policies, especially with the aim to mitigate income disparities in emerging Asia and to enhance financial stability in Asian economies. The project also aims to identify successful housing policies in developed countries and draw lessons for emerging Asia through policy dialogue and the inception research.

Objectives

  • To give an overview of various housing policies, including their merits and demerits that have been applied in the region and beyond.
  • To draw lessons for emerging Asia on how to best design housing policies. The outcome of new housing policies should result in improved access to adequate housing for middle-income groups in order to mitigate income disparities in emerging Asian countries.

Outputs

This activity will produce:

  • A brain storming workshop
  • Comprehensive research proposals
  • Policy discussions/recommendations on housing issues by government officials, researchers and experts

Participants

Participants include leading scholars and experts on housing issues from well-known research institutions, think thanks, and universities in Asia and Europe, as well as policy makers from ten developing member countries (India, Indonesia, Myanmar, Philippines, Sri Lanka, Thailand, Uzbekistan and Viet Nam) who are directly involved in the formulation of housing policies and strategies.
