Purpose

ADBI’s Seminar Series brings eminent persons to ADBI to encourage debate among policy makers, researchers, academics, think tanks, and other audiences interested in economic development challenges in Asia and the Pacific.

Background

Lili Yan Ing is an economist at the Economic Research Institute for ASEAN and East Asia (ERIA) and leads projects on trade and investment, focusing on East Asian regional integration. She is also a senior lecturer at the Faculty of Economics, University of Indonesia. Before joining ERIA, she was an economist for the World Bank, National Team for the Enhancement of Exports and Investment of Indonesia, and LPEM University of Indonesia.

Objectives

Lili Yan Ing, the ASEAN non-tariff measures (NTMs) project leader, will share new data and report on non-tariff measures in ASEAN. The work is a collaboration among ERIA, United Nations Conference on Trade and Development (UNCTAD), ASEAN national teams, and government officials.

While tariffs have been reduced, NTMs are increasing and often blamed for the lack of integration in ASEAN. Tariffs can be reduced to zero, but it’s hard to imagine a world without NTMs, which check and balance the quality of goods. A country with more NTMs is not necessarily more protectionist and does not necessarily trade less than others. But not all NTMs are benign; some complicate business and do not achieve their goals. To improve the trade environment and make NTMs work for the common good, ASEAN should break from the “trade negotiation” approach and strive instead for

  • regional transparency;
  • further cooperation in conformity assessment procedures; and
  • dynamic deep integration to eliminate NTMs that are hobbled by political friction, poorly designed, or captured by special interests.
