Summary

The COVID-19 pandemic, along with digital disruption, has significantly impacted tax policy and the effectiveness of tax administration across Asia, undermining efforts to achieve the Sustainable Development Goals. Tax administration reform via digital transformation is critical to enhancing government revenue and transparency, and improving taxpayer compliance for economic resilience.

Co-organized by the Asian Development Bank (ADB), ADBI, and the National Tax Agency of Japan, this strategic workshop will bring together international experts and government officials from Asia to share country experiences and policy recommendations for leveraging digital technologies in the management and reform of tax administration. The workshop will also highlight recent innovative developments in tax administration and international tax cooperation.

Objectives

• Discuss the latest update on international tax and uses of tax instruments to address climate risks
• Examine the adoption of digital innovation in national tax administration to improve tax compliance, services, and efficiency
• Examine digital economy development, with a focus on consumption taxation on cross-border transactions and effective use of taxpayer data obtained from the Exchange of Information mechanism

• Senior tax officials from Asian Development Bank member economies, including the National Tax Agency of Japan
• Experts from ADB, think tanks, universities, and international organizations

• Enhanced understanding of tax and tax administration reforms through digital transformation in Asia and the Pacific
• Greater networking and impetus for collaboration among policy makers and experts to advance innovative tax administration solutions
