Purpose

Share knowledge and foster cooperation to combat regional tax evasion.

Background

Senior tax officials responsible for policy and operations for tax investigation and compliance are invited to this workshop, Tax Evasion: Investigation and Compliance Strategies, on 9–11 March 2016 at the Asian Development Bank Institute, Tokyo, Japan.

The workshop forms a key part of the ADB technical assistance project, Enhancing Transparency and Exchange of Information for Tax Purposes, which is financed by the Japan Fund for Poverty Reduction. This is a regional project that provides assistance to the developing country members of the Study Group on Asian Tax Administration and Research (SGATAR): Cambodia, Indonesia, Malaysia, Mongolia, Papua New Guinea, the People’s Republic of China, the Philippines, Thailand, and Viet Nam. The focus is on using international cooperation to combat tax evasion and thereby increase tax revenues.

The workshop aims to support participating countries in designing or reviewing their policies and strategies for tackling tax evasion through investigation and compliance work programs. It will allow participants to share approaches and experiences in tackling international tax evasion, focus on best practices from a range of tax administrations, and develop plans for tackling the specific challenges their countries face.

The workshop will consist of presentations, open discussions, and case studies and will be the third in a new series of collaborative events sponsored by ADB, ADBI, and the National Tax Agency of Japan. It will provide an opportunity to develop the capacity of policy makers to address and discuss ways to enhance the detection of tax evasion. It will also provide training and the chance to share country information and ideas among participants.

Objectives

  • Share knowledge and experience on detecting tax evasion and avoidance
  • Foster regional coordination of national tax policies and programs in Asia
  • Provide case examples of effective policies and programs in Asia
  • Identify the costs (assessment, monitoring, training) associated with improving cross-border tax policy and examine who bears those costs (e.g., government agencies, tax authorities)

Participants

Approximately 20 high-level officials from the following members of the Study Group on Asian Tax Administration and Research (SGATAR): Cambodia, the People’s Republic of China, Indonesia, Malaysia, Mongolia, Papua New Guinea, the Philippines, Thailand, and Viet Nam. ADB staff.
