Technical Workshop on Updating and Improving the Social Protection Index

This workshop serves as a capacity building and knowledge sharing event aimed at strengthening the technical capacity of ADB's DMCs on monitoring and assessment of social protection programs using the SPI.

Measuring the extent of coverage and depth of social protection programs can lead to better targeting and more cost-effective implementation of policies. Such a measure can also help to prevent crowding out of other public programs that aim to benefit the poor. In 2010, ADB approved regional technical assistance 7601: Updating and Improving the Social Protection Index to update the SPI with the goal of making it more reflective of the complexities surrounding social protection for 36 countries. The revised SPI enables more in-depth analysis of social protection at the country and regional levels. The index aims to capture the adequacy of social protection in a country by looking at the expenditures, coverage, distribution and impact of relevant programs.


The workshop will discuss and demonstrate tools for (i) data collection using administrative sources and household survey, (ii) data analysis using the revised SPI methodology; and (iii) preparation of country assessment reports on social protection. It will also showcase country experiences on SPI compilation and relevance of SPI for better targeting and assessment of social protection programs.

Target participants

This workshop will gather social protection experts, government officials and practitioners from ADB DMCs in Asia and the Pacific.
