Q: How important are smooth customs to trade in Asia?
A: Even if infrastructure is there, if there are inefficient border procedures that will hinder the supply chain so having a very efficient customs and other border procedures is a must for trade and this is why trade facilitation has become such an important issue.
Q: What does Asia need to do to improve custom procedures and implementation?
A: All countries’ borders should issue a connectivity and to be connected you need same rules and that is the same global standards, that is what WCO provides with the revised convention, which is to simplify and harmonize procedures.
Q: What can be done to promote customs reform?
A:For that custom reform, what is necessary is political will and therefore WCO provides tools and talk to the political leaders to get their support for the customs reform. But of course, what is important is the financial means and institutional support for those countries and that is what ADB has been doing and in partnership with WCO. Therefore, we provide expertise, knowledge and tools, and then ADB can mobilize resources and ensure that political support and that program is in a continuous and sustainable manner to be delivered.
