Asian Development Bank (ADB) in partnership with the Philippines’ Department of Labor and Employment, and BRAC and Innovations for Poverty Action, a development NGO, is piloting the  Graduation Approach in the country's Negros Occidental province.

The Graduation Approach refers to a time-bound, sequenced intervention designed to overcome multiple barriers that prevent the extreme poor from breaking out of poverty. An initial review of the program shows a promising start.
