CLUP strengthens development planning in communes in Cambodia in the form of the Commune Investment Plan and Commune Development Program to address the demands of diverse stakeholders while balancing the need for environmental sustainability and socio-economic development in a transparent, equitable, and managed framework.

How a country values, manages, and protects its land resources has a major impact on livelihoods, economies, development goals, and the environment.
This is especially true in Cambodia as the country diversifies its economy and the demand for land in the expanding agricultural sector, as well as for growing urban centers and industries, also increases.
In response, ADB and the Global Agriculture and Food Security Program (GAFSP), with the Government of the Kingdom of Cambodia’s Ministry of Land Management, Urban Planning and Construction has supported the Commune Land Use Planning (CLUP) initiative in three rice-growing provinces.
CLUP, a strategic intervention of ADB’s Rice-SDP initiative, strengthens development planning in communes across Cambodia in the form of the Commune Investment Plan and Commune Development Program.

“We can control land use better when we have a map. It shows which land belongs to the government and what is residential, agricultural land or for industry. So we have a better possibility of finding solutions to problems the people might have. CLUP’s beneficiaries are villagers, farmers, investors, and the authorities.”

CLUPs are developed in the target areas of Rice-SDP to improve agricultural land-use zone designations.

“CLUP is an important tool for commune land use planning that helps at the commune level for land use and development planning in their communes, as well to help plan for other relevant investors to come to develop their sangkats or communes.”
The main objectives of the CLUP process are to:
- Analyze commune land uses, land tenure, and land conflicts by identifying problems, causes, and solutions
- Examine future land use options based on land suitability analysis
- Support the Commune Investment Plan by identifying future development projects and activities on a present land use maps
CLUP encourages supplementary technical assistance from state institutions and the private sector for the preparation of development plans for future investment projects.

“All in all, CLUP is an important tool that helps commune authorities consult with relevant people in the commune and sangkat, under national level guidance, in order to participate in the management and use of natural resources with transparency and equity.”
CLUP provides communes and local district councils, or sangkats, with the policy directives necessary to create sustainable, effective land use management maps, and planning solutions.

It is easier for land use management and also reduces conflicts and contradictions, as we know all the land uses and functions.”
