Description The TA will build on findings, experience, policy dialogue and partnerships developed during design and implementation of loan and technical assistance projects in Mongolia financed by ADB and other international multilateral and bilateral agencies.
Project Rationale and Linkage to Country/Regional Strategy The TA is directly linked to the Mongolia Country Partnership Strategy (2012-2016) and National Development Strategy which both place high priority on transport sector development.

Description of Project Outputs

Output 1: A situation analysis of the transport system in Mongolia, including comparison with similar countries.

Output 2: An analytical review of proposed investments in transport sector in 2016-2025 (roads, rail, aviation).

Output 3: Transport project proposals for ADB financing in 2016-2018.

Status of Implementation Progress (Outputs, Activities, and Issues) The consultants have submitted the TA final report and final claims to ADB. Disbursement is about 94% of $500,000. TA to be closed as scheduled.

Consulting Services A total of 37 person-months of consulting services (4 international consultants totaling 13 person-months and 2 national consultants totaling 244 person-months)will be required. ADB will engage individual international and national consultants, in accordance with ADB's Guidelines on the use of Consultants (2013, as amended from time to time). The consultants will have expertise in (i) transport sector policies and strategy, (ii) road sector, (iii) aviation, and (iv) railways.
Procurement All procurement under the TA will be carried out in accordance with ADB's Procurement Guidelines (2013, as amended from time to time).
