On 3 November 2022, ADB approved extension of winding-up period from 31 October 2022 to 30 June 2023. Final disbursements processed. Loan financially closed on 1 September 2023.

Status of Implementation Progress (Outputs, Activities, and Issues) Works started in 2019 and the overall project has been completed. Traffic management system completed with domestic financing. All works completed. Capacity development activities conducted under the loan. Consultants recruited under GEF grant and for the study of Improved Land Use submitted their final reports.

Summary of Environmental and Social Aspects
Environmental Aspects The project is category A for environment. An environmental impact assessment (EIA) and an environmental management plan (EMP) have been prepared that cover all project components including the activities proposed for supplementary financing through GEF. These documents comply with the PRC regulatory requirements and ADB Safeguard Policy (2009) and will be disclosed on the ADB website on or around 31 May 2014. The EMP sets out mitigation and monitoring measures, institutional arrangements, training requirements and budgets for implementation of the EMP. The budget for implementation of the EMP is $742,000. Public consultation was carried out to inform the project design and EIA process and will continue throughout project implementation. Capacity development and institutional strengthening are proposed to minimize environmental risks. Environmental complaints will be handled through a grievance redress mechanism established for the project.
Involuntary Resettlement The project is category A for involuntary resettlement. It will acquire 199.4 hectares of land, including 162.2 hectares of collective land and 37.2 hectares of state owned land. Rural land acquisition and relocation will affect 6789 people in 1742 households including 184 households with 806 persons affected by house demolition. Additionally, the project will result in relocation of 90 urban households with 360 persons. The project will also result in partial demolition of 14 enterprises affecting 188 persons but will have no impact on the continuing operation of these enterprises. A resettlement plan has been prepared to deal with the involuntary relocation impacts of the project that has been endorsed by the EA and disclosed to the affected people. The plan is expected to be disclosed on the ADB website in August 2014.
Indigenous Peoples The project is classified as category C for indigenous peoples. Han Chinese, the PRCs majority ethnic group, makes up 99% of Jiangxi provinces population. Socio-economic analysis for resettlement planning during the PPTA did not identify any ethnic minority people whose assets will be adversely affected by the project. There are no cultural relics or historical sites affected by the project in the impact area.
Stakeholder Communication, Participation, and Consultation
During Project Design The project will have a consultation and participation strategy to ensure meaningful consultation with all stakeholders. A participatory approach is being used to prepare the project and the design and monitoring framework.
During Project Implementation The consultation and participation strategy will ensure timely information to communities, project affected households and all relevant agencies. The project agencies will disseminate information about the development of the master plan and how this project complements the same for ensuring better social and economic status of the communities and project beneficiaries.
Business Opportunities
Consulting Services An estimated 130 person-months (27 international and 103 national) of consulting services are required. Individual consultants will be recruited to facilitate project management and implementation using individual consultant selection (ICS) methods. Recruitment of individual consultants will facilitate immediate mobilization of the experts. The Project Management Specialist will be the overall coordinator of the individual consulting team. In addition to the individual consultants, a consulting firm will be recruited to support BRT development service start-up preparation and assist with longer term transport and land use planning. The consulting firm will be engaged using the quality-and cost-based selection (QCBS) method.
Procurement All procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines (2015, as amended from time to time). International competitive bidding (ICB) procedures will be used for civil works contracts estimated to exceed $40 million, and good contracts estimated to exceed $3 million. Contracts for works estimated to cost less than the ICB threshold values above, but more than 100,000 and contracts for goods estimated to cost less than the ICB threshold values above, but more than $100,000 will be procured on the basis of national competitive bidding (NCB) procedures in accordance with the PRC Tendering and Bidding Law (1999), subject to modifications agreed with ADB. Shopping will be used for contracts for procurement of works worth less than $100,000 and equipment worth less than $100,000. Before the start of any procurement, ADB and the Government will review the public procurement laws of the central and state governments to ensure consistency with the ADB's Procurement Guidelines (2015, as amended from time to time).
