| Description | The proposed TA supports the implementation of the Climate Action South Asia (CASA) initiative for strengthening the capacity of South Asia DMCs in four key pillars of climate-resilient development: (i) climate risk assessment and screening; (ii) country programming to enhance climate change investments; (iii) transformation-driven capacity building program; and (iv) knowledge management and best practices sharing. | ||||
| Project Rationale and Linkage to Country/Regional Strategy | The impacts of climate change pose serious economic threats to South Asia DMCs in a time when rapid and sustained economic growth is necessary to reduce poverty and achieve other millennium development goals. The region will continue to experience climate induced extreme weather events and natural disasters compromising the stability and prosperity of South Asia DMCs. Economic losses in key sectors, such as agriculture, energy, transport, health, urban, water and coastal are expected to be significant, rendering economic growth and sustainable development targets harder to achieve. On the other hand, the existing resource and energy intensive paths to economic development , responsible for increased greenhouse gas (GHG) emissions globally that induces climate change, are not sustainable in an era of accentuated climate risks. Actions are, therefore, needed to steer the direction of the economies of DMCs toward climate-resilient and low-carbon development. | ||||

| Description of Outcome | Well-informed design for an assistance framework for South Asia DMCs to address climate change impacts. |
| Progress Toward Outcome | A climate change risk screening framework has been developed and piloted on about 100 pipeline projects and TAs in 2014 and 2015. The TA has also supported the conduct of national consultations/discussions with concerned in-country stakeholders regarding national capacity requirements for mainstreaming climate change. The TA has also come up with knowledge products on select climate change issues in South Asia and key TA activities. |

| Status of Implementation Progress (Outputs, Activities, and Issues) | With the TA's completion date on 31 December 2015, the climate change risk screening framework continues to be applied on pipeline projects to date through the regional capacity development TA, Action on Climate Change in South Asia, and is continually being improved through peer review and feedback mechanisms. TA completion report has already been prepared. |

| During Project Implementation | The screening tool developed under the RETA was compared to other screening tools available. Results will be used to evaluate the type, validity and usefulness of information provided in the screening reports. |
