Delayed Government's approval in 2015 ODA budget and no ODA budget allocation for 2016 leaded to delay in implementing project activities (now detailed designs (DDs) for several packages are still being prepared/submitted for approval, which should have been completed in 2016 or 2017).

ADB Project Team closely monitored with MCST the yearly ODA budget allocation by government.

As a result, 2017 ODA budget was approved in February 2017; 2018 ODA budget allocation was approved in January 2018; 2018 ODA budget for each province was approved in March 2018.

Status of Implementation Progress (Outputs, Activities, and Issues)

Upon approval of 2017 ODA budget in February 2017 and 2018 ODA budget in January 2018, Project Coordination Unit (PCU) and Project Implementation Units (PIUs) are speeding up the detailed design and bidding document preparation/approval process.

A Mid-term Review Mission was conducted in June 2018 to (i) review the project progress, (ii) identify the bottlenecks/issues and found out solutions to speed up the project progress, (iii) thoroughly assess and reach agreements with PIUs/PCU on the most achievable CADIS projections for 2018-2020. An _Agreed Actions_ to meet the target project milestones were signed by PIUs/PCU/Consultants. The revised baseline CADIS projections were reset in eOps in September 2018.

The project team closely followed up with PIUs/provincial leaders to speed up the approval process of DDs for CW packages. As a result, the contract for package TIIG-VIE- W02 was signed in Dec 17; DD for package TIIG-VIE- W01 was approved in Feb 2018 and BDs/IFBs issued on 9 May 18; DD for package TIIG-VIE- W03 was approved in March 2018 and contract signed in Aug 18; and DD TIIG-VIE-W08 was approved in Aug 18.

13 trainings on DMO establishment and DMO plan preparation were delivered for 293 participants (124 women), a heritage guide training of trainers (TOT) for 15 people (12 women), 7 trainings (including TOT) on hospitality services conducted for 206 participants (104 women).

Several trainings were conducted for 33 PIU and PCU staff (10 women) on PPMS, GAP orientation and implementation, procurement, disbursement, and safeguards.
