Description The proposed TA would support the Government's efforts to reduce carbon emissions by enhancing the regulatory environment in the Maldives energy sector and by providing assistance to enable renewable energy and energy efficiency investments. The Maldives National Energy Policy & Strategy 2010 objectives include access to reliable and sustainable energy services at lowest possible cost and increased energy security. Consulting support for developing priority regulations and capacity building for the MEA will be the focus of this ADB TA.
Project Rationale and Linkage to Country/Regional Strategy ADB Energy Policy 2009 outlines support for energy efficiency and renewable energy projects to reduce dependence in fossil fuel demand, improve energy security and reduce greenhouse gas emissions. Energy sector reforms, capacity building and governance are key areas where ADB will support DMC governments through technical assistance to increase investment and efficient use of resources. The TA is for one of the 3 priority sectors identified for ADB assistance by Government of Maldives and would be important to support future investments in the energy sector of Maldives over the next few years and has been included in the 2011 non-lending pipeline in the COBP.

Description of Outcome Enhanced capacity of the regulator to support energy sector objectives.
Progress Toward Outcome Capacity building programs for MEA are being implemented. Consulting support for tariff setting identified and being supported. More training activities are being explored for further enhancement of skills.

Status of Implementation Progress (Outputs, Activities, and Issues) Work on key regulations including on tariff being implemented by MEA. A consultant has been recruited for tariff related support and environment guidelines. An Energy Sector Roadmap workshop was held in July 2017. A roadmap has been drafted and submitted to the Government.

Consulting Services Consulting services to support the abovementioned activities would be carried out by individual consultants either directly or through a firm. They will be engaged in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time) using bio-data selection. The outline terms of reference are provided in Attachment 3.
