| Status of Implementation Progress (Outputs, Activities, and Issues) | 1. All of the e-trikes have been accepted by local government units (LGUs) or national government agencies (NGAs) following the approved amended implementation arrangements in the loan agreement and Project Administration Manual (PAM). 2. The project team still has to validate available information to be able to assess lithium-ion battery supply chain creation.3. The bidding for solar charging stations of 50 kW was not pursued by the Department of Energy. Installation of charging stations commensurate with the number of e-trikes acquired will be undertaken by each of the LGU/NGA recipients in accordance with the approved deployment plans.4. An overall framework/plan on proper handling of the old tricycles and used batteries is to be implemented by the LGU recipients in accordance with the approved amendments to the loan agreement and PAM and deployment plans.5. The supplier trained e-trike recipients and fleet managers. |

| Environmental Aspects | The project is categorized as C for environment. The e-trikes will have no tailpipe emissions and no engine noise. Because the project is classified as category C, no separate environmental assessment will be required, although environmental implications need to be reviewed. According to ADB's publication on electric bikes, lead pollution is an inherent problem with e-vehicles, and electric bikes with lead-acid batteries will increase overall pollution rates more than ICE motorcycles. Lithium-ion batteries, however, are not an environmental hazard, but are classified by the Government of the United States as nonhazardous waste, and are safe for disposal in the normal municipal waste stream. |
