Description | In Afghanistan power subsector, generation (conventional and renewable), transmission (domestic and regional), and distribution (on- and off-grid) projects are proposed for ADB financing under Energy MFF 2 (2015-2023). In addition, wells rehabilitation is likewise considered in the gas subsector. The project preparatory technical assistance (PPTA) will conduct due diligence for an ensuing ADB project aimed to increase electricity supply and access to electricity and increase gas supply for electricity production and industrial uses. | ||||||||
Project Rationale and Linkage to Country/Regional Strategy | Afghanistan is a net energy and electricity importer. While renewable energy and fossil fuel resources exist, these need to be developed. Electricity is a growing portion of total energy consumption with connection rates having increased from 7% in 2003 to 28% in 2011 when demand was 670 megawatts (MW) and electric consumption was 3,400 gigawatt-hours (GWh). Domestic generation capacity is 470 MW. Growing demand has been met by electricity imports which represented 73% of total supply in 2011. By 2032, demand is forecast to reach 3,500 MW and electric consumption at 18,400 GWh. Meeting this demand requires all viable import and domestic sources to be developed. | ||||||||

During Project Design | The projects prepared under the TA are under advanced stages of procurement, including (i) 500-kV line from Sheberghan to Dashte Alwan, (ii) 220-kV line from Sheberghan to Andkhoy -- both contracts will be awarded in October 2017. The third package comprising Back to Back Convertor Station (500-MW) at Dashte Alwan is ready for issuance of bidding documents, with contract award expected in mid 2018. Stakeholders were being consulted during the project preparation. PPTA Consultant undertook comprehensive analysis and stakeholders consultations (in accordance with ADB's Social Safeguard Policy) to factor in all land acquisition, resettlement and environmental considerations into projects design. |
During Project Implementation | Consultation and information sharing with local communities has been made. Necessary social safeguards and environmental analyses was undertaken and will be updated once the design work is initiated for sub-projects. Relevant documentation will be approved by ADB before contractor could be mobilized to undertake construction activities at project sites. Collaboration with stakeholders is promoted to ensure compliance with national standards as well as ADB's Safeguard Policy 2009. |
