Status of Implementation Progress (Outputs, Activities, and Issues) The TA has been completed. The updated transport master plan has been drafted, consulted with government stakeholders, and endorsed by the Minister for Public Works. In addition, an assessment of the national construction industry has also been completed.

During Project Design Consultations were held with the government agencies during project design.
During Project Implementation

TA outputs were formulated through an extensive stakeholder consultation process. Staff members of the Ministry of Public Works, Ministry of Finance, Ministry of Transport and Civil Aviation, and the Afghanistan Railway Authority provided information and suggestions during

preparation of the report. Numerous development partners contributed to the work.

Business Opportunities
Consulting Services The TA's consulting services consist of an estimated 20 international person-months and 12 national person-months of specialist inputs. Individuals will provide the following international and national experts: international transport engineer (10 person-months), international transport economist (10 person-months), and national transport expert (12 person-months). ADB will select and recruit all the experts by using individual consultant selection method and following ADB's Guidelines on The Use of Consultants by Asian Development Bank and Its Borrower's (2013 as amended from time to time). The outline terms of reference are presented in Appendix 3. Proceeds of the TA will be disbursed in accordance with ADB's Technical Assistance Disbursement Handbook (2015, as amended from time to time).
