Objectives and Scope The Government of Bhutan has tasked Druk Holding and Investments Limited (DHI) to identify new industries whre commercially viable private sector projects could be developed and create more employment. To assist DHI in implementing the task, the project team has proposed the S-PPTA.
Linkage to Country/Regional Strategy The proposed S-PPTA is aligned with the Bhutan Country Partnership Strategy (CPS), 2014-2018, which mentions private sector development as one of the key agenda. The CPS states that, while Bhutan_s investment rate is expected to remain high, most of the investments are likely to continue going into the hydropower sector. In order to diversify the economic base and to create more job opportunities, promotion of private sector development is of critical importance for the country.

Type of Consultant: Firm

The consultant is required to have expertise and technical qualification including, but not limited to the following: (i) proven track record of working for private companies in South Asia, ideally in Bhutan, (ii) sound knowledge of global practice in starting business; (iii) clear understanding of the market dynamics in each business category which the executing agency envisages; (iv) sound knowledge of Bhutan's commercial regulations and legislations relevant for the envisaged business; and (vii) expertise in formulating business plans and associated financing strategy.
