Effective gender mainstreaming
The proposed project will construct and upgrade the infrastructure facilities to improve urban environmental conditions in three coastal cities of Dong Hoi (Quang Binh province) and Hoi An (Quang Nam province). The improved urban environment is expected to strengthen the municipal financial bases in the project cities through an increase of tax revenues from the appreciation of land values and the tourism industry.
Project Rationale and Linkage to Country/Regional Strategy
The proposed project is in line with the Viet Nam's Socio-Economic Development Plan (SEDP), 20112015, which aims to create a foundation for the country to be an industrialized country by 2020. The SEDP accords high priority to construction of urban infrastructure, taking into account environmental protection, in which special importance is attached to traffic networks, water supply systems and sewerages, waste and water treatment facilities, facilities for collection, transport, treatment and burial of waste, especially hazardous waste in urban areas and industrial zones. The water supply and other municipal infrastructure services is one of the key priority areas identified in the Asian Development Bank's (ADB) country and partnership strategy (CPS), 20122015. The CPS emphasizes the need for environmental improvement of secondary cities through a decentralized approach. The project is consistent with the priorities set forth in the assessment, strategy, and roadmap (ASR) for urban development sector and water and sanitation sector. The project falls under one of the three priority support areas of the urban development sector ASR, i.e., development of secondary cities as regional economic hub to foster balanced regional development and strengthen rural-urban linkage. The water and sanitation ASR accords high priority to the urban sanitation programs as part of comprehensive socio-economic development in secondary cities which are likely to be affected by climate change. The proposed project also falls under the priority areas identified under the ADB's draft Urban Operational Plan under Strategy 2020 and Water Operational Plan 20112020. The former supports developing green and competitive cities that are resilient to climate change and provide incentives for employment generating investments, and the latter emphasizes the need to expand wastewater management in the developing member countries and support the public-private partnership.

1. Dong Hoi subproject: 2.1km of connecting roads with sewerage and drainage networks are constructed, and the remaining is under construction. Sand dune restoration works constructed in Bao Ninh peninsula.16.4% of unskilled laborers employed in project construction are women.21 km of tertiary sewerage networks are constructed. The remaining works are under construction.6 pumping stations have been constructed under the project. The remaining works have been constructed under WB-funded project.3,029 wastewater connections have been installed. Completed 4.8 km.

2. Hoi An subproject: Completed by 31 December 2023.

3. Capacity Building programs complteted for Hoi An subproject and ongoing for Dong Hoi subproject till 31 December 2024.
