Description The main objective of the project is to help reduce the damage and adverse public health consequences that DSS has imposed on millions of people, particularly, the poor in Northeast Asia. The scope of the TA includes: to develop regional cooperation and coordination mechanism to coordinate the design and operation of the regional network, to provide training for network technicians and operators in PRC and Mongolia, and to provide support for technical upgrading at the designated network stations in PRC and Mongolia.
Project Rationale and Linkage to Country/Regional Strategy Promoting regional cooperation is one strategic thrust of ADB Country Strategy and Program for both PRC and Mongolia, as well as the Regional Strategy and Program for Central Asia Republics, PRC and Mongolia.

Project Outcome
Description of Outcome Strengthened capacity of the governments of the PRC and Mongolia to support communities in accessing carbon financing
Progress Toward Outcome The TA has produced three sets of knowledge products (KPs): (KP1) an edited set of reports regarding sustainable grassland management in Mongolia, adaptation, payments for environmental services, and Nationally Appropriate Mitigation Actions (NAMA); (KP2) an edited set of reports regarding specific aspects of carbon finance in PRC, including incentives, mitigation, and carbon markets; and (KP3) a policy brief for Mongolia (and the PRC. Seven KPs have been published in English and translated into either Mongolian or Chinese as appropriate and are posted on the ADB website.

All Technical Activities Completed in June 2013, including reviewing financing mechanisms, carbon sequestration potential assessment and grassland monitoring, increased carbon finance awareness, and identification and draft proposals for carbon financing projects developed.

Final report was completed.

All KPs were published between May to June 2014.

During Project Design The master plan has been carried out through participatory consultation with stakeholders in PRC, Republic of Korea, Japan and Mongolia.
During Project Implementation Workshops were held with stakeholders in Mongolia and the PRC.
