Description The Technical Assistance (TA) Supporting Water Operators Partnerships in Indonesia provides technical and financial assistance, through a demand driven approach, to urban water utility operators that want to improve their services.
Project Rationale and Linkage to Country/Regional Strategy Supports initiatives in the water supply and sanitation sector and is consistent with the strategic areas of engagement in the Country Strategy, primarily relating to: (1) improved infrastructure services, with increased public and private sector investment; and (2) accelerated MDG achievement through increased coverage and better water supply and sanitation services.
Impact .A positive change in coverage, service quality, and operational capacity of Indonesian water utilities for the benefit of its customers and the environment.

Nine out of the nine twinning partnerships that are covered are completed.

The 4 sanitation Twinnings: PD PAL BAnjarmasin and PDAM Surakarta, PDAM Yogyakarta and PDAM Medan completed their diagnostic visit and their visit to their mentor and have their twinning programs established.

In addition there are two domestic twinning which have had the second PDAM Palembang visit Tasikmalaya and Muara Enim. Twinning program has been established.

During Project Design Under RETA 6396 extensive consultation has been undertaken since 2007 with DMC governments and other stakeholders, including the water utility networks/associations (and their members), IWA, USAID, UNHabitat, and water operators. More recently the Australian Water Association has become interested and is introducing the WOPs program to its members to attract more of them to become expert twins based on the experiences of City West Water and Yarra Valley Water, which are already operating successful twinning partnerships under the RETA. Malaysian utilities have also been very active as expert twins under the RETA and are interested in further twinning. Support to national twinning is also being investigated with a number of national water associations in the region.
During Project Implementation In-country meetings, workshops, discussions, and the twinning partnerships have provided positive feedback on the RETA, hence the need to extend the program and provide further assistance through WOPs Phase 2 and now through this CDTA - Supporting WOPs in Indonesia.
