Description The project will seek to reduce poverty in highland areas, by improving income, employment opportunities and the nutritional status of poor farm families and women in particular; and by increasing the productivity of the livestock subsector, if found feasible.
Project Rationale and Linkage to Country/Regional Strategy Agriculture is a key sector in ADB's 2006 CSPU, the PPA between the Government and ADB, and the Government's Tenth Five-Year Plan and APP. The proposed project is consistent with the poverty reduction and gender strategies of the Government and ADB.
Impact Improved incomes, livelihood security, and enhanced socio-ecological resilance of rural mountain population to future climatic impacts in three vulnerable districts
Project Outcome
Description of Outcome Highland Livelihood Development Project designed and agreed between Government of Nepal and ADB.
Progress Toward Outcome PPTA activities completed as of December 2012.

Description of Project Outputs

(i) Potential high mountain niche products and their value chain assessed, and livelihood security packages including climate-adaptive agribusiness and livelihood security-related infrastructure developed;

(ii) Climate Change Adaptation Strategies for sustainable livelihoods ready to be replicated and included in investment project design (CCF).

(iii) Project Management and implementation plan developed.

Status of Implementation Progress (Outputs, Activities, and Issues)

PPTA has prioritised five products for Jumla (sheep's wool, apples, off-season vegetables, MAPs, and potato and vegetable seeds), and four products for Mustang (goat's wool, off-season vegetables, apples, and MAPs).

Agribusiness plans prepared for Lorpa, Jumla, and Pangling, Mustang.

Nine thematic stakeholder workshops/training and two regional workshops and one national seminar completed.
