Description The distribution efficiency enhancement envisaged under this Project is to be undertaken in various distribution circles in the eastern, central and western zones and various locations across the State of Madhya Pradesh. ADB financing will be used to partially fund distribution system investments to deliver power to consumers reliably, efficiently, and at a higher quality. Improvement to voltage profiles will be evident through better lighting and fewer equipment failures. Supply will be more consistent, and momentary outages will be reduced significantly. Furthermore, technical and nontechnical losses will be reduced. This loss reduction will support achieving sector profitability and financial sustainability.
Project Rationale and Linkage to Country/Regional Strategy The intervention in the Madhya Pradesh power sector is consistent with the ADB Strategy of supporting state level sector reforms, in this case with the emphasis on the transmission and distribution subsectors.

Part A: Madhya Pradesh Poorv Kshetra Vidyut Vitaran Company Limited (DISCOM-E)

Separation of feeder for agricultural consumers, effective consumer metering, and renovation of 33/11 kV substations.

Part B: Madhya Pradesh Madhya Kshetra Vidyut Vitaran Company Limited (DISCOM-C)

Construction of high voltage distribution system in city area, remote metering for high valued consumers, and installation of capacitor banks.

Part C: Madhya Pradesh Paschim Kshetra Vidyut Vitaran Company Limited (DISCOM-W)

Construction of high voltage distribution system in Rural and irrigation area of high value consumers, Bifurcation of Agriculture and Domestic loads , 33 KV bays and S/S renovation , Capacity addition , Capacitor Bank , addition and augmentation of 33 KV and 11 KV lines and I. T. enabling services.

Environmental Aspects Loan covenants relating to Environmental and Social Safeguards are being met by DISCOMs in implementing the project. The semi-annual reports submitted on implementation of EMPs have not raised any environmental safeguards related concerns. The Environmental Monitoring reports submitted by DISCOMs have been uploaded in ADB website.
