Description The Project aims to improve quality and relevance of technical education and vocational training (TVET), to increase equity in access to TVET considering market demand, and to enhance employability of the working age population 15 years and over.
Project Rationale and Linkage to Country/Regional Strategy

The proposed SEIP is aligned with the Bangladesh Country Partnership Strategy for 2012-2016 which identifies the low competitiveness of firms as a key constraint to growth particularly the low skills and low productivity of the workforce. It is also aligned with the Perspective Plan and the Sixth Five-Year Plan both of which emphasize the need to develop a workforce equipped with contemporary technical skills and knowledge through advanced vocational training, with a mechanism to encourage collaboration between training institutes and industry will be established to optimize the utilization of available human resources.

The proposed project is included as an MFF in ADB Country Operations Business Plan 2014-2016 and addresses pillar three in the Country Partnership Strategy 2012-2016 to improve human resources through skills development. The project is consistent with ADB's Education Strategies '2008 Education and Skills--Strategies for Accelerated Development in Asia and the Pacific', and 'Strategy 2020: The Long-Term Strategic Framework of the Asian Development Bank 2008-2020'. Project activities also adopt the findings from the ADB 'Focus on Education: Good Practice Guide for TVET' 2010. The project builds upon previous ADB assistance and incorporates lessons learned from experience.
