Description The transmission component of MP's investment program from 2007 to 2012 is predicated on building sufficient capacity for evacuation of power from existing and planned power stations and substation, and delivering power reliability and efficiency to consumers. ADB will finance key components of the transmission investment program from 2007 though to 2012. The construction of new transmission lines will remove constraints to power flow and will provide additional operational flexibility to TRANSCO in its role as independent system operator in MP. Supply reliability will be further improved and furthermore, it will promote open access and development of intra-state and inter-state power trading by providing sufficient excess substation and line capacity to handle unplanned power transfers.
Project Rationale and Linkage to Country/Regional Strategy The intervention in the Madhya Pradesh power sector is consistent with the ADB Strategy of supporting state level sector reforms, in this case with the emphasis on the transmission and distribution subsectors.

Progress Toward Outcome The transmission capacity increased to (i) 10200 MW with the result that the peak demand of 9484 MW could be met during 2012-13. Further, the system availability enhanced to 99.44% in 2013 from 97.5% in 2008-09 and technical losses reduced to 3.3% in 2013 from earlier level of 5.2% in 2005-06.

Environmental Aspects Loan covenants relating to Environmental and Social Safeguards are met by TRANSCO in implementing the project. The Environmental Monitoring reports submitted by EA have been uploaded in ADB website.
Involuntary Resettlement TRANSCO reported that available land and rights to land free from any encumberances for commencement of construction activities and applicable reports have been uploaded. No land acquisition and resettlement issues have been reported.

Consulting Services No consultants will be required under the Project.
Procurement International competitive bidding (ICB) will be used for supply and construction of the facilities being funded under the investment program (substations, transmission lines, equipment, and transformers, etc.). ICB will be utilized for supply contracts estimated to cost the equivalent of or more than $1 million. Limited international bidding (LIB) or national competitive bidding (NCB) will be used for supply contracts estimated at $250,000-$1 million, and shopping for contracts estimated at less than $250,000. Contract packages have been prepared to ensure maximum competition under ICB.
