| Description | The capacity development technical assistance will help ensure long-term sustainability of the investment proposed by Loan 2654-INO: Metropolitan Sanitation Management and Health Project. The TA responds to the need to strengthen institutions and capacity of local governments, utilities and communities in improved environmental and sanitation management, increased community awareness, and better hygiene campaigns. It will help strengthen institutional capacity in Medan, Yogyakarta and Makassar in city sanitation strategy development, management, operation and maintenance, and financial skills. | ||||||

In the case of Yogyakarta, it will need an agreement between the city and Kabupaten to allow for a tariff increase. * Each city has prepared a local institutional and development action plan (LIDAP). |

| During Project Design | The TA was prepared together with Loan 2654-INO. The City Sanitation Strategy for each city (Medan, Yogyakarta and Makassar) were prepared in 2007 through a consultative process with ministry officials, city and subdistrict governments, local leaders, communities, and key informants. |
| During Project Implementation | The TA consultant team, with the MSMHP consultants are working with respective agencies on the implementatin, monitoring, evaluation and annual updating of the city sanitation strategies (as needed) and plans including (i) community awareness programs for improved sanitation and public health campaigns (CA/PH); (ii) financial and operational performance improvement plan (FOPIP) for agencies responsible for wastewater management; and (iii) local institutional development action plan (LIDAP) for sanitation. Key stakeholders will include: Ministry officials, city and subdistrict governments, local leaders, communities, and key informants. The community based sanitation initiatives will be reduced since the IA are focusing on connection to existing sewers due to the land availability in communities. Makassar is th only city that may reach the CBS target. |
