| Description of Project Outputs | The TA will (i) prepare a situation and gaps analysis on HIV services and HIV communication/information programs for at risk groups and mobile populations in the 2 countries including border areas; (ii) identify cost-effective strategies for HIV prevention services; (iii) identify evidence-based HIV communication/information methods for reaching most at risk groups and mobile populations in cross-border areas in the two countries; (iv) determine the scope and feasibility of proposed investments in the area of capacity building, behavioral change and small-scale infrastructure and equipments; (v) prepare cost estimates and financing plan; (vi) assess the financial and economic viability and sustainability, (vii) prepare detailed implementation arrangements. |

| During Project Design | A stakeholder analysis is conducted during the PPTA. Primary stakeholders include at-risk groups and young people, as well as the ministries of health as executing agencies, VAAC in Viet Nam and CHAS in Lao PDR. The type of consultation and participation includes workshops, involvement of donor organizations including NGOs. |
| During Project Implementation | A regional workshop was held on 11-12 January 2012 in hanoi participated by representatives from the Governments of Lao PDR and Viet Nam to discuss and reach further consensus on the project scope between two countries. A review mission was held on 14-28 February 2012 and confirmed the overall scope and processing schedule of the proposed regional project, which is scheduled for Board approval in Q4 2012. Grant and loan negotiations were concluded in July and August 2012, respectively. The TA completion date was extended to 31 January 2013 to provide enough time to wind up the TA. |
