Description The Project will help promote sustainable economic growth and poverty reduction in Hunan province and the project area. It will achieve this by (i) enhancing road transport efficiency and safety; (ii) providing a link in the Changsha-Chongqing corridor, one of eight high-priority western corridors; and (iii) improving rural minority villages' access to income-generating opportunities and social services. The Project involves (i) constructing a 64 km, access-controlled toll expressway from Jishou to Chadong, (ii) upgrading 129 km of local roads to improve access to 52 poor villages in the rural minority area, (iii) promoting private sector participation through an operation and maintenance concession, and (iv) strengthening the Hunan provincial government's capacity of construction, road safety, project monitoring and evaluation, and asset management and maintenance by means of consulting services and training.
Project Rationale and Linkage to Country/Regional Strategy The Asian Development Bank's (ADB) operational strategy in the PRC's road sector supports (i) the construction of roads that connect major growth centers with hinterland economies; (ii) the integration of the network so that the NTHS is supported by a system of local roads, particularly those that provide access to poor areas; (iii) the delivery of adequate and affordable transport services; (iv) the promotion of road safety and the reduction of vehicle emissions; (v) the strengthening of institutions to increase financial and managerial efficiency in expressway operation; (vi) the adoption of appropriate pricing policies to optimize road transport capacity; and (vii) the use of alternative methods of investment financing, including private sector participation. In line with the Government?fs strategy, ADB road sector assistance has also targeted the poor, less developed central and western provinces. The proposed Project is consistent with the PRC's development priorities and ADB's strategy.

Status of Implementation Progress (Outputs, Activities, and Issues)

1. Civil Works: Expressway: There are seventeen civil works packages for the projet, among which ADB financed sixteen. The project expressway was physically completed by 31 March 2012.

Local Roads: there are two local roads to be upgraded/improved under the project. Each road has four civil works packages. ADB approved the last package in April 2010. Package A4 of Guzhang-Baojing Local road was removed from this project and ADB approved the minor change in June 2012.

2. Equipment: Procurement of the equipment of expressway management (E3), with totally budget of $ 0.20 million, started in November 2008 and completed in March 2009.

3. The international consultant commenced services in August 2007 and has completed its service by December 2011.

Summary of Environmental and Social Aspects
Environmental Aspects Construction of the Project expressway was being carried out in accordance with the environmental mitigating plan as recommended in the Environmental Impact Assessment and Summary Environmental Impact Assessment. Environmental mitigating measures were specified in the contracts for civil works. Each Resident Engineer's office has a designated environment engineer responsible for verify effects on the environment during construction and defect liability period, and take effective measures to mitigate adverse impacts to environment. Guidelines were set on acquisition of temporary occupied land, transportation and storage of waste material. In addition, the Environmental Protection Office under the IA made regular inspection on the sites by focusing on impacts of noise, dusts to neighboring areas during construction. In addition, necessary measures were incorporated to prevent any possible adverse environment impacts during pavement construction.
Involuntary Resettlement The land acquisition and resettlement for expressway commenced in 2006 and most of land acquisition and house demolition activities completed by December 2009. According to the IA, a total of 444.700hectares of land was permanently acquired and 148.090 hectares of land was temporarily acquired by expressway. A total of 41734.74 m2 of buildings was demolished and 227 households were affected. a total of CNY369.69 million of land acquisition and resettlement costs were disbursed by IA.

Consulting Services The Project will require no more than 49 person-months of international consultants and approximately 3,700 person-months of domestic consultants. The international consulting services include supervision of the civil works; bridge construction; road safety and traffic management, asset management and local road maintenance, transport services, and vehicle emission and environment. Of the total of 3,700 person-months of domestic consulting services, 300 person-months will be allocated to the local road component. The EA will establish 3 resident supervision engineer offices for construction supervision, environmental and resettlement monitoring, and project performance monitoring and evaluation.
Procurement All ADB-financed procurements will follow ADB's Guidelines for Procurement. The main civil works packages, pavement packages, and equipment packages are to be procured under international competitive bidding (ICB) procedures. Ancillary facilities, including the administration building and service areas building under domestic financing, and equipment for traffic engineering will be procured using local competitive bidding (LCB). The procurement for the local road section financed by the ADB loan will use LCB, while the procurement for the local roads under government financing will follow government procedures acceptable to ADB. The international bidding will be conducted by a qualified tendering company with previous experience in externally funded projects. Only prequalified contractors with adequate technical and financial capacities will be allowed to bid for several packages; they may be awarded more than one contract based on the least-cost combination of contracts. The relevant sections of ADB's anticorruption policy will be included in all documents and contracts related to the bidding and implementation of the Project.
