| Description | The proposed subproject complements Tranche 2 of the _Madhya Pradesh Energy Efficiency Improvement Investment Program_ , a multitranche financing facility, which will enable the power distribution companies (DISCOMs) to supply good quality uninterrupted power to rural households, thus contributing significantly to poverty reduction and promoting gender inclusive rural development. Tranche 1 of the investment program included a TA for enhancing the energy-based livelihoods of women entrepreneurs resulting from the availability of power on a 24-hour basis. The proposed subproject aims to strengthen the capacity in the sector to reduce electricity distribution losses with active participation of women. Power distribution loss reduction is crucial for the success of the investment program. Distribution loss reduction require metering all the households but meter reading in rural setting can be expensive given that houses are located sparsely. An alternative approach is to hire casual meter readers at Panchayat level. Assistance has been provided to the DISCOMs for a computer based management system under the tranche 6 of the Power Sector Investment Program for Madhya Pradesh. However, the capacity of the planning cells in DISCOMs needs to be built to fully utilize this system and also to undertake energy auditing and locating the losses. Interventions under the Madhya Pradesh Energy Efficiency Improvement Investment Program will reduce losses to some extend but further loss reduction requires use of new technologies. Understanding the loss reduction technologies and methods in Asian countries which have been able to maintain very low loss levels is very useful for planning future loss reduction activities in Madhya Pradesh. |

| Project Rationale and Linkage to Country/Regional Strategy | Distribution losses in rural areas are expected to be reduced from 46% to 32% by 2014 in the 32 districts covered by the investment program. Separation of power supply lines -- feeder separation -- to agriculture and other customers is necessary to ensure the 24-hour supply of power to households. Additional measures under the investment program such as the 100% metering of rural households are necessary to reduce DISCOMs' technical and commercial losses. The proposed subproject will complement the investment program by building the capacity at all levels of the distribution network to reduce distribution losses. Under the investment program 100% metering will be provided for rural households across 32 districts by 2014. The subproject outputs are described below. | ||||
