Five separate international consultancy firms financed by the loan will be recruited by the respective Executing Agencies. The Chittagong Port Authority (CPA) will recruit two firms to: (i) design and supervise the construction of the internal road system and the environmental management facilities; and (ii) supervise the procurement and implementation of the CTMS and MIS. The Customs House of Chittagong (CHC) will recruit: (i) UNCTAD on a direct basis to implement the Manifest module in ASYCUDA++ and other on-the-job trainings as a sole supplier; and (ii) a firm to supervise the procurement of scanners and on-the-job training on use and maintenance. The Roads and Highways Department (RHD) will recruit a firm to design and supervise the construction of a connector road from the port access road to the new mooring container terminal.

The main scope of the consulting services for CTMS and MIS covers the following :-

(i) review of operational system of the existing container terminal and recommend changes .

(ii) preparation of detailed design of the CTMS , MIS , Digital Global Positioning System (DGPS) and gate operation, and to finalize the bidding documents.

(iii) overseeing tendering process for supply and installation contract.

(iv) development of tender evaluation criteria in coordination with CPA.

(v) evaluation of tenders, and coordinate the selection of the winning bid.

(vi) Supervision of the work of contractors and other parties implementing the project, to ensure that work is done according to the project plan and design and coordinate with the PIU.

(vii) verify the procedures for the validation of functionalities and deliverables.

(viii) verify validation tests to check that the result complies with the quality requirements.

(ix) assist the PIU in foreseeing and managing potential issues that may affect the quality of the output and the duration of the project.

(x) work in close cooperation with the PIU to ensure that the project is delivered on time and within budget by reviewing and advising on the project schedules, progress reports, etc. submitted by the Contractor. In this respective the consultant will advise on the appropriate settlement of problems regarding project adjustments during implementation.

(xi) prepare reports on the quality of the Contractor's work, quality assurance tests carried out, deliverables etc. and any further actions that are necessary on the part of the contractor and/or other parties.

(xii) identify the proposed training program and advise the Contractor and CPA on necessary modification.

(xiii) propose and finalize operating and procedural manuals for CTMS and MIS in consultation with the Contractor and CPA.

(xiv) supervise the training of CPA staffs by the contractor in the use of hardware and software.

(xv) carry out a baseline survey of port operation and management for monitoring the project's performance in accordance with the project performance management system developed during project processing.

(xvi) establish systems for recording data and statistics for such monitoring;

(xvii) collect required data and undertake other relevant surveys before the implementation of the systems and immediately after implementation.

(xviii) incorporate findings and supporting data in the project completion report, in accordance with a schedule and terms of reference to be mutually agreed by CPA and ADB.

The expression of interest must include the following information :

a) Background of the firm(s) with brochures etc.

b) General and overall experience of the firm(s).

c) Experience under similar social, geographical and economic conditions.

d) Annual turnover of the firm(s) for the last three years alongwith audit reports.

e) Nature, cost, per month inputs, employer, location and field of input for the works in hand.

f) Experience of firm(s) in the required area of experti
