Description The research and development TA will support a time slice of evaluation studies from the 2012-2014 work program of the Independent Evaluation Department (IED) of the Asian Development Bank (ADB). Higher level evaluations to be financed by this TA will include (i) a country assistance program evaluation and its associated sector assessments; (ii) the validation of a country partnership strategy final review; (iii) a regional country assistance program evaluation on ADB's Pacific DMCs; (iii) a sector/thematic/corporate evaluation; and (iv) dissemination of knowledge publications. Possible topics for the sector, theme, and corporate evaluations include (i) institutional effectiveness and instruments of ADB, e.g., ADB's decentralization model, co-financing; (ii) promotion of inclusive growth; (iii) social development, (iv) promotion of good governance; (v) trade finance; and (vi) environment and climate change.
Project Rationale and Linkage to Country/Regional Strategy

The new results framework laid out under Strategy 2020 has enabled ADB to monitor its developmental role and improve business performance. Taking into account the constraints to Asian development, findings, lessons, and recommendations from IED's higher level evaluations under this TA are to provide feedback and learning, in particular useful and practical inputs the formulation of future policies, strategies, and programs of ADB.

Under the guidance of its new Leadership Team, IED has recently initiated significant changes in its work program and internally in order to strengthen the department and make it more relevant, responsive, and influential to ADB work (e.g., enhancing accountability and learning). High level evaluations are being selected for their strong potential impact on ADB policies and operations (and also on DMCs). With each high level evaluation being a product in its own right, it demands a more rigorous set of evaluation questions, more use of external expertise, more in-country consultations, and dissemination.

During Project Design The Independent Evaluation Department evaluation team will carry out project document and database reviews including consultations with concerned operations and non-operations departments of the ADB.
During Project Implementation The IED evaluation team will (i) carry out interviews with beneficiaries and affectees, DMC government staff, non-government organizations, and development partners including ADB, (ii) undertake questionnaire surveys and internet searches, and (iii) conduct field visits.
Business Opportunities
Consulting Services The Independent Evaluation Department of the ADB will implement the TA and supervise all planned studies. These studies will require the services of 15 international consultants for 22 person-months and 22 national consultants for 29 person-months. Detailed terms of reference for consulting services required for each evaluation study will be indicated in the evaluation approach paper. ADB will primarily engage consultants on an individual basis in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). Specific requirements for services of consulting firms (e.g., surveys) will be considered during preparation of the evaluation approach paper.
