Project Outcome
Description of Outcome Development of a framework to manage conflict risk, harmonizing DNA and PCNA recommendations with the long-term development needs of the affected areas, including developing strategies to overcome the onsequences of the conflict by identifying social, economic, and development priorities.
Progress Toward Outcome

The final PCNA report with TRF was prepared and published and shared with all stake holders. Two detailed rounds of consultations were held with all stakeholders for inputs to the report followed by validation of the findings of the PCNA report.

The PCNA Report has been approved by the Provincial Cabinet of Khyber Pakhtunkhwa with the following activities completed.

" Sectoral analysis carried out by sector teams based on the Strategic Priorities Framework.

" Formation of Strategic Objectives Coordination Team (SOCT) and completion of Strategic Objectives reports, population of Strategic Transitional Results Framework (TRF) based on sectoral reports.

" Assessment Report and overall TRF into the Synthesis Report finalised

After approval of the PCNA Report by the Strategic Oversight Council headed by the Prime Minister of Pakistan, the report was then shared with all donors by the Government of Pakistan at the Friends of Democratic Pakistan (FoDP) in Brussels in October 2010 and at the Pakistan Development Forum in November 2010.

Implementation Progress
Description of Project Outputs (i) Conflict Risk Management Framework that harmonizes the Damage and Needs Assessment and Post Conflict Needs Assessment, (ii) capacity building of local and national institutions to effectively manage future crisis, respond to and recover from crisis and strengthen their capacity to integrate crises assessments into local and national policies, strategies and budgets.
Status of Implementation Progress (Outputs, Activities, and Issues)

- A final PCNA report was prepared and approved by the GoP as well as Provincial cabinet of Khyber Pukhtunkhwa and shared with all the donor agencies. The report has been published. The costed TRF is part of the report which was presented to the donors. The PCNA is now partly funded under the World Bank led Multi Donor Trust Fund and activities have already started in some sectors.

- Inputs from the consultatios with all major stakeholders were incorporated into the Crises Analysis Report and a Crises Anlaysis Framework was developed identifying 9 priority areas and 4 strategic Objectives of the PCNA. Crisis Analysis report and Framework completed

- Completed. Information compiled and shared with sector teams that quantifies the existing development deficits in service delivery and infrastructure.

- Nine Priority Sectors have been identified in the Pre-Assessment for which detailed assessment has been completed. The Summary and sector TRFs identify the priority activities in each case.

- Communication strategy has been developed and is included as cross cutting theme and as sector within the PCNA report. The strategy is currently being implemented.

- Capacity assessment and capacity requirement for PCNA and related sectors are provided in the approved PCNA report and the institutional arrangement for PCNA is also identified.

All activities under the TA have been completed and TA closure is in process
