Description The project preparatory technical assistance (PPTA) will contribute to improved health and reduction of chronic water-borne illness and diseases amongst South Tarawa communities, particularly in the low income urban settlements through enhanced access to safe water and safe and effective sanitation. The PPTA will develop, through a process of intensive stakeholder engagement, a sanitation master plan, and associated sanitation investment plan for South Tarawa for the period from 2011 and will build Public Utilities Board (PUB) capacity to sustainably plan, develop, operate and maintain sanitation services in South Tarawa. Delivery of the project is envisaged to be through a sector loan modality with core and candidate subprojects selected from high priority components identified in the South Tarawa Sanitation Master Plan and the Draft Interim Water Master Plan for Tarawa in consultation with key stakeholders.
Project Rationale and Linkage to Country/Regional Strategy The PPTA supports 1 of the 3 areas of assistance articulated in the Kiribati Country Partnership Strategy 2010-2014 (CPS) - improved access to, and delivery of, sustainable infrastructure services. The ensuing investment project is identified for approval in 2012 in the CPS indicative assistance pipeline. The PPTA is consistent with the Kiribati Development Plan (KDP) 2008-2011 directly addressing the health strategy to "minimize the child mortality rate" and "improve and expand the quantity and supply of groundwater". The PPTA is fully consistent with the National Sanitation Policy (approved by the Cabinet on 5 November 2010) and directly supports the delivery of objectives and activities identified in the National Sanitation Implementation Plan.
Impact The PPTA will contribute to improved health and reduction of chronic water-borne illness and diseases amongst South Tarawa communities, particularly in the low income urban settlements.
