| Description | The proposed Project aims at adopting an integrated approach to infrastructure construction and ecosystem rehabilitation. The Government proposal for ADB financing consists of five areas: (i) road construction, (ii) water supply and drainage, (iii) centralized heating, (iv) ecological environmental improvement, and (v) garbage treatment. The Project focuses on inclusive economic development and environmental sustainability by providing better infrastructure and municipal services in XUAR following other urban development projects. It also brings possible challenges for counterpart funding and capacity building. The Project covers six counties and towns in the remote Altay Prefecture, namely Buerjin County, Fuhai County, Habahe County, Fuyun County, Qinghe County, and Jimunai County. Existing infrastructure and services cannot meet increasing urban demands in these areas. Utilities either do not exist or are old, fragile, and inadequate resulting in poor standards and frequent service failure. Ecological improvements are needed to restrict desertification, lessen the impact of climatic extremes, and improve public amenities. Investment needs far exceed municipal government allocations that are responsible for capital investment and operation and maintenance of these services. | ||||
| Project Rationale and Linkage to Country/Regional Strategy | The Project is consistent with the Asian Development Bank's (ADB's) Urban Sector Strategy (1999) and water policy which supports urban sector investments as a dynamic engine of economic growth and employment creation, innovation, and entrepreneurship. The Project supports the ADB-initiated CAREC program. The Project is designed to remove infrastructure constraints, address environmental concerns, promote sustainable economic growth, and support policy and institutional reforms in Altay Prefecture, and is consistent with the PRC?s development priorities for the poor western region. It will also have a demonstration effect for other similar counties, towns, and areas with tourism potential on how to plan and manage sustainable infrastructure development while protecting the environment to support growth. | ||||
