India?s 11th Five Year Plan (FYP; April 2007 to March 2012) has set out 27 national targets, covering both economic and social goals which include: (i) clean drinking water to be available to all by 2009, ensuring that there are no slip-backs by the end of the 11th FYP; and (ii) to treat all urban wastewater by 2011?12 to clean the river waters. Also, the 11th FYP recognizes infrastructure bottlenecks and lack of long-term funds for infrastructure investment as the binding constraints for achieving the goals. The 11th FYP calls for public sector investment in meeting the infrastructure requirements where private participation is unlikely to be forthcoming.

The Country Partnership and Strategy (CPS) and ADB?s assistance program for 2009?2011 have been designed to support the Government of India?s efforts to address the binding constraints in the 11th FYP through four strategic pillars. One of the strategic pillars puts emphasis on the continuation of ADB?s assistance to infrastructure development in various sectors, including urban.

The proposed sovereign loan for expansion of sewerage system under the Kolkata Environmental Improvement Project (the Project) Phase 2 will directly contribute to the national target for full treatment of urban wastewater, while implicitly addressing the environmental consequences of drinking water to be available for all.

1. Revised systemic design and costing of the Project Phase II by end November 2009;

2. Revised economic and financial analysis by end December 2009;

3. Improved safeguards planning documents by end March 2010;

4. Study visit to JICA-financed Delhi Mass Rapid Trasport System before December 2009; and

5. Results of underground utility survey in the Project Phase 2 areas by December 2010.

ADB will engage four individual consultants (total of 20 person-months) in accordance with ADB's Guidelines on the Use of Consultants (2007 as amended from time to time).

2. Social Development and Safeguards Spec., National (8.0 pm);

3. Urban Economist, National (4.0 pm); and

4. Chartered Accoutant, National (4.0 pm).
