Description The will facilitate project finance for climate technology transfer in priority sectors, by supporting the use of clean energy and climate resilient technologies in ADB pipeline investment projects. The subproject will offer specialist technical support for activities such as alternative technology analysis in identified priority technology areas, in particular for commercially available technologies that are new to a country or context but are used elsewhere. By providing specialist technology knowledge services tailored to the specific needs of the investment activity, the subproject will contend with investor uncertainty and the lack of familiarity of new technologies. The provision of this technical assistance at the project identification and design stage will address the barriers of lack of information and inadequate human and institutional capacity, thereby reducing the uncertainty and transaction costs associated with the introduction of new technologies. In addition, the subproject will provide seed money for the procurement of low-cost adaptation technologies.
Project Rationale and Linkage to Country/Regional Strategy Projects using new climate technologies face greater technology risks and higher levels of investor uncertainty than incumbent technologies, as well as the resulting higher financing costs.
