Description The PPTA output will be the TA consultants' final report that will include (i) due diligence to meet ADB's requirements for (a) technical aspects related to selection and construction of selected roads; measures that will improve road safety, maintenance management; and assessing specific institutional capacity development needs for sustainable use of the project facilities; (b) economic and financial viability and sustainability; (c) regional benefits; (iii) reviewing and updating the initial environmental examination (IEE) reports with appropriate environmental monitoring and management plans, and preparing an environmental impact assessment (EIA), if required; (iv) assessment and/or due diligence work of land acquisition and resettlement impacts, update and/or prepare social safeguard frameworks (IR and IP) for MFF as the whole if needed, and if required, resettlement plan(s) and/or indigenous people plan(s); and (v) prepare a poverty and social analysis.
Project Rationale and Linkage to Country/Regional Strategy PPTA is necessary to complete the due diligence in safeguards, economic and financial, and poverty and social areas for the proposed MFF. The PPTA will review technical due diligence carried out by the Road Fund and design institute.

During Project Design Discussions with local population, the Road Fund, and hokimyat or government officials, followed by discussions with village chairpersons and villagers were held.

Consulting Services The TA will require about 21.5 person-months of consulting services (3.5 international and 18 national) for preparing all projects under the investment program. National consulting firm will be recruited in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). The TA, among other tasks, will adequately address the following aspects relating to the ensuing loan project: (i) proposed loan related procurement plan with suggested level of priority; and (iii) indicative implementation schedule with proposed sequencing of consultant recruitment and procurement bidding and awarding.
