Description

The Strategy 2020 results framework of the Asian Development Bank (ADB) and its annual review brings development effectiveness to the core of ADB operations. The annual work programs of the Independent Evaluation Department (IED) contribute to ADB's operational effectiveness by generating evaluation feedback. IED's approved evaluation program from 2011-2013 has been anchored on ADB's Strategy 2020 and the operational priorities of the Asian Development Fund X. It features (i) a derived program aligned with ongoing and future country operations and ADB's strategic and thematic priorities, (ii) a real-time feedback and capacity development program, and (iii) a knowledge program.

This research and development technical assistance (TA) will support forthcoming high level and strategic evaluations covered by IED's active work program: (i) three country assistance and associated sector assistance program evaluations; (ii) five special evaluation studies assessing a sector-wide approach or program-based approach in education; the development impacts of ADB's private sector operations, ADB's achievement in assisting developing member countries (DMCs) attain their millennium development goals (MDGs); ADB's microfinance development strategy in 2000, and the effectiveness of ADB's emergency assistance policy and action. These multicountry and multisector evaluation activities, which are geared to improve development effectiveness in DMCs, have benefited from the use of ADB TA resources, have been responsive in providing the necessary inputs.

Project Rationale and Linkage to Country/Regional Strategy The work program of IED seeks to maximize the development effectiveness of ADB assistance by providing evaluation lessons on ADB operations under Strategy 2020 priorities (strategic agenda, drivers of change and core areas of operations), and to provide feedback to the Board and Management on accountability for resource use.
Impact The development effectiveness of ADB operations, policies, strategies, and business processes have improved.

During Project Design The Independent Evaluation Department evaluation team will carry out project document and database reviews including consultations with concerned operations and non-operations departments of the ADB.
During Project Implementation The Independent Evaluation Department evaluation team will (i) carry out interviews with beneficiaries and affectees, DMC government staff, non-government organizations, and development partners including ADB, (ii) undertake questionnaire surveys and internet searches, and (iii) conduct field visits.
