| Description | The Program will for the first time provide the countries in the region with a unique opportunity to collaborate and synergize their efforts to measure and increase water security, and thereby achieve better results. The Program will be implemented through a partnership between ADB and the Asia-Pacific Institute for Water Security (the Institute), and it will support collaboration between the Institute and partner research institutes and capacity development centers in Asia-Pacific countries as well as outside the region. With the support of the Program, the Institute and its partners will conduct research on measuring water security and organize capacity development activities to increase water security in the Asia-Pacific region. Activities of the Program will be guided by strategic directions of ADB (reflected in its Water for All Policy and Water Operational Framework 2011-2020) and the Asia-Pacific Water Forum. A comprehensive approach will be adopted for increasing water security, covering its key dimensions (household, economic, urban, river basins, resilient communities) and cross-cutting perspectives (poverty reduction, governance, food and energy security, and green growth). The Program will also enable the Institute to collaborate with partner institutes and centers in the region in an international team to update future editions of the Asian Water Development Outlook (AWDO). This collaboration will build on the earlier part-time research work by ADB and knowledge partner organizations of the Asia-Pacific Water Forum that produced the 1st edition of AWDO in 2007 and the 2nd edition that is being finalized for publication in 2011. |

| Project Rationale and Linkage to Country/Regional Strategy | The Program will support regional cooperation among ADB's developing member countries (DMCs) as part of the Water Financing Program in 2011-2020. Regional cooperation is a cornerstone of ADB's Water for All policy, and was flagged in the recent Special Evaluation Study of the Independent Evaluations Department as an area where ADB has to step up its activities. The Program is also consistent with recent directions taken in the international community (World Economic Forum, United Nations, and others) to focus on increasing water security and links with food and energy security in the context of climate change adaptation. | ||||
