Description The objective of the Project is to enhance the overall efficiency of India's national economy through the provision of efficiently connected national highway systems with minimum impacts on environment and social development. Using the sector loan modality, the project scope includes (i) rehabilitating and widening priority sections of East-West Corridor located in states of Rajasthan, Madhya Pradesh and Uttar Pradesh; (ii) facilitating the private sector participation in highway development through necessary provision of advisory services for the design and implementation of the build-operate-transfer (BOT) component between Orai and Barah (62 km); (iii) supporting the Government's efforts to prevent further spread of HIV/AIDS and increasing public awareness of risks of women/children trafficking; (iv) enhancing road safety.
Project Rationale and Linkage to Country/Regional Strategy ADB has pursued a programmatic approach to realize medium-to long-term goals to assist the Government in its efforts to upgrade the National Highway Development Program (NHDP) to rehabilitate three key arterial corridors. The Project is part of country strategy and program for India.

Description of Outcome

-Increase the capacity of National Highway Development Project (NHDP) networks

-Enhance project development and implementation capability of National Highways Authority of India (NHAI)

-Increase private sector participation (PSP) in NHDP

-Boost the financial source for highway development

-Strengthen operation and maintenance (O&M) of NHDP highways

-Make NHAI more efficient and financially stronger

Progress Toward Outcome Development of NHDP Phase 1 and 2 is nearing completion. Government of India has further augmented NHDP through addition of Phases 3 to 7 and taken a policy initiative for implementation of the program primary though PPP mechanism.

Description of Project Outputs

-Upgrade selected sections of the East-West (EW) Corridor under the public sector financing scheme

-Introduce PSP to develop and maintain the EW Corridor

-Help prevent the spread of HIV/AIDS and

-Increase awareness of the risk of trafficking in women and children

-Enhance road safety measures along a selected pilot section between Jhansi and Lucknow

Status of Implementation Progress (Outputs, Activities, and Issues)

(i) Highway Investment Component:

Out of 12 contracts awarded for 4 laning of 595 km National Highway on the north-south corridor, 11 contracts have been completed and remaining 1 contracts in Uttar Pradesh is expected to be substantially completed by December 2011

(ii) PSP component:

Construction work on Bara-Orai section (62 km) (on BOT basis) commenced in October 2006. The physical progress of civil works as of February 2011 is 94%, and the completion is anticipated by December 2011.

(iii) HIV/AIDS and anti-trafficking component:

NHAI engaged NGOs to conduct HIV/AIDS and human trafficking awareness program. Also, civil works contracts incorporated a provision requiring contractors to carry out HIV/AIDS awareness and prevention programs for their workers. The NGOs and the contractors have conducted these activities.

(iv) Road safety component:

NHAI had identified the Jhansi-Orai section in Uttar Pradesh as a pilot section for the implementation of 'road safety zone' concept. The consultants for developing and designing the road safety component have been engaged in April 11.

Environmental Aspects The implementation of environmental management plans have been monitored by supervision consultants and NHAI has been submitting environmental monitoring reports.
