Project Rationale and Linkage to Country/Regional Strategy The project is included in the Country Operation and Business Plan of 2008.
Impact The impact would be a more sustainable rural road sector based on a sound core network with good accessibility to markets and other social services, and an efficient and sustainable road maintenance regime.
Project Outcome
Description of Outcome The outcome of the proposed TA will be to rehabilitate and pave, with a single seal surface treatment, about 500 km of unpaved rural roads, and assist the MRD in establishing an effective and sustainable periodic and routine maintenance management program for the rural roads network. It will also assist MRD to strengthen its road asset management capacity while building the capacity of local private sector contractors in undertaking rural road maintenance works, and mitigating natural disasters in disaster prone areas, predominantly due to frequent floods, to minimize the damage to the road network.

Description of Project Outputs The outputs of the TA will be the agreed project design and feasibility study for a priority network of rural roads of about 500 km in length, selected on a screening criteria based on ADB's strategy of geographical focus, supporting the already financed projects of other relevant sectors, completed or nearing completion, and MRD's priority for rehabilitation under the Government's development priorities.

Consulting Services The project will be prepared by a team of 3 individual consultants: Road Engineer, Transport Economist and Social/Environmental Specialist. As envisaged, 10 person-months of international consulting services will be required. Recruitment will be in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time).
