| Description | The major outcome of the TA will be: (i) stronger technical and institutional arrangements from cross-border management and development of the resources of the 3Ss basins; and (ii) shared vision of the development road map for the 3Ss basins with indicative funding requirements for water resources and basin development in the three basins under alternate development scenarios. The three National Mekong Committees (NMCs) of Cambodia (CNMC), Lao PDR (LNMC), and Viet Nam (VNMC) and the cooperating national agencies will, with the Mekong River Commission Secretariat (MRCS) and a team of consultants, assess the current status of institutional linkages and the ongoing and planned developments in the basins, with respect to (i) socio-economic impacts, (ii) environmental impacts, and (iii) the constraints to, and opportunities, for collaborative management. | ||||

| Status of Implementation Progress (Outputs, Activities, and Issues) | Consultants mobilized on April 2008. Regional management meeting held in June 2008 to agree on work plan. National consultants to be recruited for field work commencing in May 2009. The second regional management meeting was held in February 2009 which reviewed the proposed structure of the project intranet for exchange of information and project coordination. The consultants are in the filed and the stakeholder consultation workshops were implemented with the leadership of the national Mekong committees (CNMC, LNCM and VNMC). The final regional workshop was held in Buon Me thot, Viet Nam in May 2010. Final reports have been submited and are in review. |

| During Project Implementation | A consultation workshop was held in Buon Me Thot City, Dak Lak in June 2009. A series of three workshops were held in October 2009: (i) 8-9 Oct - 3S Se Kong catchment; (ii) 12-13 Oct - 3S Se San catchment; and (iii) 15-16 Oct - 3S Sre Pok catchment. A series of consultative workshops were held in November 2009: (i) 2-3 Nov in Ban Mae Thuot in Dak Lak province for Sre Pok sub-basin, and (ii) 5-6 Nov in Pleiku in Gia Lai province for Sre San sub-basin. National workshops were held in April/May 2010 and a regional workshop was held 0n 31 May - 2 June 2010 in Viet Na. |

| Consulting Services | ADB will mobilize a team of individual consultants (total 10.5 international and 42 domestic person-months) to support the three NMCs to implement the TA. The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers and will include international consultants with expertise in Water Institutions (5 p-m), Participatory Planning (3.5 p-m), and additional expertise (2 p-m) to be identified during project inception phase. Domestic consultants with expertise in Participatory Planning (18 p-m), Environment (12 p-m), and Communications (12 p-m) will be mobilized. |
