| Description |
The main objectives of the project are: economic growth by fostering mobility, trade, investment; help reduce poverty; and maintain national cohesion. The Project includes components to rehabilitate 1,266 km of deteriorated road links and replace 21 bridges on the Trans-Sumatra Central and Eastern corridors and Trans-Kalimantan Highway, linking producing areas and markets in the country's two largest islands. To ensure that the rehabilitated roads do not deteriorate prematurely and secure sustainable benefits, the Project will also include measures to reduce pavement damage caused by overloaded trucks, strengthen the planning, programming and execution of maintenance, and reduce the risk of accidents among roadside communities by raising levels of awareness of accident risk. |
| Project Rationale and Linkage to Country/Regional Strategy |
The development of the national road corridors is part of the Government's committment to the ASEAN regional cooperation program, which requires implementation of priority infrastructure projects at national level. The Project is in line with ADB's strategy focus for Indonesia and is included in the 2005 country strategy and program update. |
| Impact |
Support the Government's program of rehabilitating strategic national road links in Sumatra and Kalimantan. The Project will strengthen the capacity of central and provincial agencies to maintain and protect road surfaces and reduce the risk of accidents in areas of growing traffic. |

| Consulting Services |
A total of 204 person-months of international consultants and 1,575 of domestic consultants will be required to assist with (i) design, design review, coordination and construction supervision of civil works, (ii) strengthening enforcement of truck axle-load limits, (iii) a road safety awareness campaign and (iv) institutional strengthening and capacity building in road maintenance and environmental and social impact management. The consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants. |
| Procurement |
Consist of road rehabilitation component comprising 1,266 km of works in Sumatra and Kalimantan; bridge rehabilitation of 21 timber/log bridges in Kalimantan; and enforcing controls over truck overloading. All civil works under the Project will be procured in accordance with ADB's Guidelines for Procurement. Contracts valued in excess of $500,000 for goods and $3.0 million for civil works will be procured through international competitive bidding (ICB), with smaller civil works contracts by local competitive bidding (LCB). Supply contracts not exceeding $500,000 will be procured through international shopping (IS). All contracts above $1.0 million, and at least two of the first LCB contracts will be submitted to ADB for approval prior to award. The works are expected to be implemented using a combination of ICB and LCB. To maximize opportunities for ICB, link projects within 15 km of each other will be combined into a single contract package. |
