| Description of Outcome | The project is expected to (i) improve the Asia and the Pacific region's knowledge and understanding of climate change issues facing the region and (ii) improve the availability of information in the region about measures to address climate change in selected key areas. |

| Description of Project Outputs | (i) The main output of the RETA will be a set of major publications covering key climate change challenges facing Asia and the Pacific such as energy and climate change, adaptation in the agriculture sector, and migration and climate refugees. The target audience of these publications will be the policy makers and development planners in the region and the DMCs. (ii) Selected studies and background papers prepared as inputs for the main studies or policy notes derived from them will also be published individually or as a compilation, as appropriate, depending upon their quality, contribution to the literature or operational relevance. (iii) The publications will be formally launched along with press notes and use of other means of media between second and fourth quarter of 2009 prior to the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP) in Copenhagen in December 2009. (iv) Follow up presentation and dissemination of findings of these studies in suitable internal and external seminars and conferences. |

| Consulting Services | Implementing the TA will require about 24 person months equivalent of international consulting services of diverse expertise including climate change, energy, agriculture, and migration specialists. There are three studies to be undertaken and a firm will be enganged to support the preparation of each study. As these studies are to be completed in a short time and require highly specialized skills, these firms are likely to be recruited following ADB's consultants' qualification selection (CQS) procurement processes. In special cases, single source selection may be used. Subject specialist editors, copy editors and national consultants will be recruited separately on individual basis. Selected regional and global experts of high repute will also be engaged as resource persons to review and provide other specialized analytical inputs. All consultants and resource persons will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB.
