Description The long-term goal of the JFPR Project is to contribute to the reduction of human, economic and social poverty among the vulnerable poor who were displaced by river erosion, became landless, and settled in riverine fringe areas. Its specific objective is to pilot and establish a community-based self-help mechanism of social development for the informal settlers living on and around the flood embankments and other landless people wtihin JMREMP subproject areas. Aimed at core poverty reduction, the Project will (i) create permanent employment opportunities, such as nursery development and social forestry, fish culture and livestock development, with the effective use of existing water management facilities (including their lands and water bodies), and (ii) develop the organizational , institutional and leadership capacities among the poor through community mobilization and organizing, networking, and by establishing self-managed Information and Resource Centers (IRCs) in the subproject areas.
Project Rationale and Linkage to Country/Regional Strategy Following the Government's National Strategy for Economic Growth, Poverty Reduction, and Social Development (2003), improving water resources management has been prioritized in ADB's country strategy, given its fundamental linkage with the productive and livelihood activities of the poor. The JFPR also supports the mainstreaming of gender and social dimension in ADB's development assistance.
Impact Help reduce poverty (in terms of incomes and other social indicators) of the most vulnerable poor who were displaced by river erosion, became landless, and settled in riverine fringe areas.
Project Outcome
Description of Outcome Pilot and establish a community-based, self-help mechanism of social development for informal settlers living on and around the flood embankments and the other landless people with the areas covered by the Meghna Dhonagoda Irrigation Project (MDIP) and the Pabna Irrigation and Rural Develpment Project (PIRDP) supported under the loan number 1941-BAN(SF): Jamuna-Meghna River Erosion Mitigation Project (JMREMP)

Consulting Services A Project Implementation Consultant (Livelihood Specialist/domestic) will be recruited by ADB for 30 person-months. Local NGOs experienced in microfinance and livelihood enhancement with partnership with PKSF (Palli Karma-Sahayak Foundation) will be contracted by the Executing Agency.
