Description The objective of the Program is to promote policy reforms to improve air quality through the abatement of main mobile and stationary sources of air pollution. The policy reforms within an agreed three-year AQAP are designed to address key factors contributing to deteriorating air quality. The scope of the Program is designed to (i) mitigate air pollution from mobile sources; (ii) mitigate air pollution from stationary sources; (iii) improve fuel quality; (iv) reduce emissions from vehicular use; (v) reduce traffic congestion and improve traffic flow; (vi) strengthen ambient air quality monitoring, evaluation, and reporting; (vii) intensify public awareness of issues relating to air quality; (viii) monitor coordination and implementation of the AQAP; and (ix) strengthen capacity of the institutions involved.
Project Rationale and Linkage to Country/Regional Strategy Deteriorating air quality is impairing the health and welfare of a large portion of the population, in particular that of the 20 million residents in Metro Manila and its surrounding air shed. The concentration of several dangerous pollutants has reached critical levels that are well above those that commonly affect human health. The primary causes of air pollution---vehicles and industrial processes--continue to expand rapidly. If not addressed, the detrimental effects of air pollution will significantly erode the gains of economic and social development.
