| Description | Component 1: Establishment of the ICE Secretariat. This component will physically establish the ICE Secretariat office located at the Ministry of Energy and Water. In addition to establishing working groups at the four noted ministries, the Secretariat will serve as the point of contact for energy reform in Afghanistan to provide accurate information, facilitate market-relationships, coordinate energy project development, and build regional linkages. Component 2: Establishment of a Commercial Advisory Team. This component will assist Government in the immediate economic assessment of energy sector development to accelerate the implementation of ongoing projects and identify energy investments that will facilitate reshaping the sector to become market-based and sustainable. |

| Consulting Services | The TA will engage 60 person months of international and 294 person-months of domestic consultancy. The international consultants will have extensive experience in energy planning, commercial operations, sector restructuring, and transition-government reform. The domestic consultants will have expertise in the areas mentioned above in addition to being well-versed in the current energy situation of the country. Emphasis will be placed on international expertise for the first 12 months of operations to then be carried out by domestic experts. |
