| Description | The proposed nonlending assistance will help prepare the Xinjiang Urban Roads and Environmental Improvement Project which will cover five cities - Altay, Changji, Hami, Kuitun and Tulufan - along major transport corridor which links eastern and central China through Xinjiang to Central Asia. The TA will (i) review and identify the most appropriate urban road infrastructure developments to improve public access, facilitate trade and enterprise, reduce road accidents, and improve the urban environment; (ii) prepare a feasibility study for each of the five subprojects; and (iii) prepare an urban roads and environmental improvement projects, including EIAs, environmental management planm IPDPs, RPs and social analysis satisfactory to ADB's policy and guidelines. |

| Project Rationale and Linkage to Country/Regional Strategy | Fostering urban and industrial developments is one of the People's Republic of China (PRC) Government's strategies to promote economic growth and to raise the living standard of its population. Despite the significant achievements made in raising gross domestic product (GDP) growth, particularly in the last 10-15 years, the progress has been unevenly distributed across the east, central and west regions. The poor interior regions have not benefited as much from economic growth and reforms as has the east coast. Ther are wide regional gaps in the development of physical infrastructure including roads, railways, power, teleommunications, water supply and sanitation. Environmental degradation is also serious in the western region, particularly in the ecologically sensitive tourist attractions. To address these challenges and to strengthen economic development in the western provinces, the PRC Government launched its Western Region Development Strategy in 1999. The current focus is on improving infrastructure, protecting the environment and encouraging private sector investment. Supporting the development of the western region to balance regional growth continues to be a key focus in teh PRC 11th Five-Year Program (FYP, 2006-2010). | ||||

| Consulting Services | 42 person months of international and domestic consultants will be engaged through a firm in accordance with ADB's Guidelines on the Use of Consultants for the Asian Development Bank. The consultants will have expertise in transport planning and roads engineering, financial and economic analysis, resettlement and social impact analysis, environment impact assessment, and institutional development. |
