Description

To help the Government of Timor-Leste prepare an investment project to improve water supply and sanitation services in urban areas.

The scope of the project includes (i) technical and institutional analysis, (ii) feasibility study, and (iii) project preparation. The project focus will be on secondary distribution, tertiary distribution, and household connections and metering in the capital city, Dili.

Project Rationale and Linkage to Country/Regional Strategy Direct linkage. ADB's TIM CSP/U and COBP include urban WSS as a priority sector.

Consulting Services ADB will select and engage a team of international (20 person-months) and domestic (40 person-months plus 15 person-months of field survey enumerators) consultants in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for selecting and engaging domestic consultants. The international consulting firm will be recruited using ADB's quality-based system (QBS). The simplified technical proposal format will be used to invite and evaluate proposals from international consulting firms. The international consultants will have expertise in water and sanitation, civil engineering, urban environmental sanitation, community development, organization development, financial analysis, and economic and poverty impact assessment. Domestic consultants will have expertise in water and sanitation and engineering, and community development.
