| Description | The project goals are to reduce poverty, improve rural livelihoods and on farm productivity, and to promote the sustainable management of land and water resources. This technical assistance (TA) is to prepare an investment project to rehabilitate and/or develop surface water irrigation systems in selected river basins in the western region of the country as well as develop limited agriculture and market support service and enhance watershed management. Project activities will take place within a framework of integrated water resources management (IWRM) and include substantial stakeholder involvement to help ensure sustainable project O&M. The ensuing project from this TA will include the following activities: (i) rehabilitation, improvement, and/or development of irrigation schemes and related infrastructure; (ii) strengthening irrigation management and development and the related policy framework and the advancement of Water User Associations; (iii) associated activities to enhance agricultural production, markets and rural livelihoods; (iv) activities to support IWRM and watershed management; and (v) capacity development of national, provincial, and local sector institutions. | ||||||

| Consulting Services | A team of international and domestic consultants will be engaged through a firm using the quality and cost-based selection method in accordance with ADB's Guidelines on the Use of Consultants and other arrangement satisfactory to ADB for engaging domestic consultants. The consultants will have expertise in (i) irrigation engineering and management; (ii) water resources and river basin management; (iii) hydrology; (iv) water user association development; (v) watershed management; (vi) environment, social and poverty assessment; (vii) vulnerable persons; (viii) agriculture and markets; and (ix) economics. |
