| Description | The technical assistance will prepare the Agriculture and Rural Development Project (ARDP). The ARDP aims to enable about ten large agriculture enterprises grow to meet the demands of specific niche markets in rich countries. The ARDP foresees providing these enterprises with funds to develop their production and management capacity and their supply chains down to agriculture producers. ARDP will fund investments in: (a) expansion, modernization, improved management, and marketing of large agro-enterprises at the heads of value chains and enterprises along supply chains, (b) improved agricultural production practices, (c) brand development activities, and (d) rural infrastructure and support services. | ||||
| Project Rationale and Linkage to Country/Regional Strategy | ADB's overall strategy for Mongolia has identified the agriculture and rural sector as contributing to broad-based growth, and inclusive social development. The sector -- in particular livestock production -- constitutes the main source of livelihood directly for more than 40% of Mongolia's population, and indirectly through related processing, manufacturing and services for many more. | ||||

| Consulting Services | The PPTA will require 38 person months of international and 42 person months of national consultant inputs. International consultants for the agriculture development component will be engaged by ADB through single source selection because PPTA tasks represent a natural continuation of previous work on the Private Sector Development Project funded by the Government of the Netherlands and implemented by GTZ. Continuity in the technical approach, experience acquired, and efficiency provide the major justification. The initial assignment was awarded on a competitive basis. The PPTA is a natural continuation of their previous tasks with a minor expansion of scope and upscaling. The consultants have acquired experience in an area of very thin expertise. Finding a new team to continue their work would be difficult, would involve a loss of efficiency and would not serve the overall interests of the project and the client. Other consulting services, including 7.5 person months of international marketing experts, and domestic consultants to support analyses required by ADB will be engaged as individuals in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers. |
